Recently, the Ministry of Commerce, General Administration of Customs issued Notice No. 90 of 2014, announced the “processing trade ban catalog.” So the import and export of waste plastics processing trade category is prohibited.
This notice applies to the special customs supervision area, but in recent announcement by the administrative department for registration, set up, except in the relevant commodity processing trade enterprise shall be prohibited merchandise substantive outward processing.
It is reported that the following conditions are not managed by the processing trade ban: for deep processing into or from customs supervision after substantial processing supervision futher substantial processing of goods.
The inclusion of new processing trade ban catalog of merchandise, in December 32, 2014 have been approved by the competent department of commerce processing trade, which should be finished within the contract period. Enterprise as enterprise network monitoring management units allows finished in June 30, 2015. Not yet finished above business maturity extension, according to the domestic processing trade, returned or other regulations.

The ban is necessary as the exhibited waste plastic is hard to handle. We know some plastics are very hard to decompose, so this kind of materials will have heavy pollution on the environment. Even now some waste plastic recycling machines have already been produced, not all the machine could handle and recycle the waste plastics.
So if the waste plastic is prohibited by law, the ban could benefit people all over the world. So not all the plastic could be processed and remade into other products.
